"...the average plant takes three to four years to build and new energy transmission power lines take three to six years to connect everything together."

Does it have to take this long? What if we think out-of-the-box? What if we allowed entrepreneurs to start independent and unregulated utilities? Eliminating state electricity regulation might speed things up by a couple of years for those utilities while the competition for customers would bring forth all sorts of innovations that we can't even imagine today. And better still, there is no need for taxpayers to step in.
