Senate Energy and Natural Resources (04/01/2025)
Yesterday I testified at a New Hampshire Senate Energy and Natural Resources Committee hearing on HB 672, a bill patterned after Consumer Regulated Electricity. The bill passed the House on March 20 on a bipartisan vote of 215-132.
Key points of my testimony included:
- The existing electricity sector cannot keep pace with the data center growth.
- There is no reason not to allow suppliers and buyers to move outside of the regulated sector provided they can’t impact it.
- If a new data center wants to buy power from an off-grid electricity provider that can’t impact the cost or reliability of a regulated grid, there is no reason for the New Hampshire PUC to be involved. By avoiding NHPUC oversight, off-grid electricity providers will be able to move faster and innovate far beyond anything possible in the existing sector.
- The potential benefits from off-grid providers are great, not only for the investors in such businesses and their customers, but also the rest of New Hampshire.
- Electricity is the backbone of our modern economy. It’s about time we brought it into the modern economy. HB 672 will help enable just that.
